Content Warnings: Deerington-level strangeness and horror comes from his canon. For him, these things are an every day occurrence. He will drop this randomly into conversation. Also, his tattoos (they're on both arms) move.

Personality: Cecil is best described as "overenthusiastic about everything". He doesn't know how to react to things by halves. The moment he sees Carlos, he's in love. The second something involves Steve Carlsberg, he's enraged. His niece is going to break into City Hall? He's there.
He's described himself as "innocent and kind", and that is true. Though sometimes more oblivious than innocent. He seems nonplussed about his town's draconian police state because... that's the way things are. Cecil is at once quick to believe and quick to disbelieve. There's a cat floating about six feet off the floor in the men's bathroom? Obviously. There are mountains? Certainly not. And then he holds firm in those beliefs, all but unshakable in them.
Cecil loves with his whole heart. He loves his sister and his niece and Carlos. He's even willing to accept his long time nemesis, Steve Carlsberg, because his sister loves him. He loves Night Vale, in all its strangeness, which isn't so strange to him. The absolute second that he sees Carlos, much less meets him, he is in love, and he isn't afraid to tell his listeners that. Despite the fact that Carlos might be a listener, or that it's highly inappropriate to ask for love advice over the radio, when he should be reporting the news.
Even more inappropriate and a little uncouth to talk about his relationship issues and ask for advice on those. But he does it because he loves Carlos, and because he wants things to work between them. Even so, he understands that they are two separate people with different lives, and he wouldn't want to know everything about Carlos. Because relationships are about compromise and learning, and I think one of Cecil's most outstanding traits is his understanding of love: "Perfection is not real. Perfection is not human. Carlos is not perfect- no, even better- he is imperfect. Everything about him, and us, and all of this is imperfect. And those imperfections in our reality are the seams and cracks into which our outsized love can seep and pool."
At the same time, because of his passion and enthusiasm, he isn't one to sit idly by when he sees injustices being done (especially to Carlos's hair). He's the first one to call out something he feels is unfair in the government, or station management, despite the potential repercussions. He does his best to use his position as a public personality to do some good and enact some change in the world. When Hiram McDaniels suggests that he'd like to run for mayor, before even making an official bid, Cecil launches into a dragon's rights campaign, and argues vehemently that a felon should be allowed to run for mayor once his sentence is served. (Hiram does run for mayor, but loses in the end.)
But in this, he can be vicious. He can be violent. His passion often gets the best of him and comes out in nasty ways. For example, when Telly the Barber gives Carlos what Cecil feels is a bad haircut, Cecil is quick to rally the people of Night Vale against him. Tell is later found wandering the sand wastes and talking to cactuses (cacti?), so it is assumed that something awful has happened to him.
Last but not least, Cecil seems... disconnected. From himself, and from social norms. He openly talks about his crush on Carlos on the air, for instance, which most people wouldn't do. But there is also an odd disconnect between Cecil and himself. There appear to be gaps in his memory, or differences in his memory, perhaps due to Management reeducation or perhaps due to the inherent oddness of the town itself. When Cecil discovers these discrepancies, he either represses them or literally, physically destroys them in the case of the cassette tapes that tell a much different story of his childhood than he remembers.
All in all, Cecil is a good person. Mostly He tries hard (sometimes too hard). He loves his loved ones (sometimes too much). If one had to pick a few words to fully describe Cecil, those words might be "a lot". He's the definition of extra. But that is part of his charm.
Abilities/Powers/Weaknesses & Warping: Uncertain. It's never explicitly stated, but Cecil seems to exist outside of time. Maybe even outside of regular space entirely, since he's visited countries in Europe that don't exist in Europe.

Are you comfortable with prominent elements of fourth-walling?: Yes, absolutely
What themes of horror/psychological thrillers do you enjoy the most?: I am most interested in exploring psychological situations. I love situations that force characters to make choices they wouldn't normally have to make. I love puzzle solving. Anything that forces a character to look inside themselves and really evaluate where they stand, what their morals and beliefs are. I also love situations in which characters have to do something in order to protect those they care about.
Because Cecil is so used to some awful atrocities and has been submitted to quite a few himself (like being sent to be reeducated by management), I'd love to find something that actually scares him. He seems to be terrified by the blood and viscera in Desert Bluffs, so there may be something there.
All that said, a good old monster hunt is always fun.
Is there anything in particular you absolutely need specific content warnings for?: I am fine with violence, dub-con, and non-con related threads. I am uncomfortable but can participate in threads that are drugs and alcohol related. I will have a hard time on threads with attempted suicide but can play it if it is absolutely necessary to the plot.
